But you ARE a chosen generation, a royal priesthood, a holy nation, a peculiar people, that you may proclaim the praises of Him who called you out of darkness into His marvelous light; who once were not a people but are now the people of God, who had not obtained mercy but now we have obtained mercy 1 Peter 2:9-10
So? What does it mean to be a peculiar people? According to the Strong's Concordance in this verse it means - acquisition, preservation and it comes from a root word that means - to make around oneself; through, all over. A peculiar people are a people that God has acquired and preserved (By the blood of Jesus shed on the cross). A peculiar people are a people who allow the Holy Spirit to work in, through, and all over their lives. Sounds like being a peculiar person means being so immersed in Him that He envelopes, fills and flows out of.
Also, did you know that God Himself was the first one to use this word in reference to His people in Exodus 19:5 on the day the children of Israel came to the Wilderness of Sinai. 'Now therefore, if you will indeed obey my voice and keep my covenant, then you shall be a peculiar treasure to Me above all people; for all the earth is Mine. In the Hebrew the word peculiar means - shut up; wealth, precious. God Himself is saying that He will consider you precious treasure. His people! His peculiar people if we will hear Him, obey, and keep His Word with our lives.
Sounds like to me, old Testament or new being a peculiar people seems to be the way to Go!

Trust Him. Surrender to Him. Be immersed by Him. Be treasure to Him. Be His very own peculiar people. Amen
